Peace Corps Panama Seeks Program Manager for Health Program

Volunteers work at the grassroots level to collaboratively develop sustainable solutions alongside their counterparts that address local challenges. Peace Corps has over 38 years of experience working in Panama in four project areas: Agriculture, Education, Environmental Conservation, and Health.
Program Summary and Context:
The Peace Corps Panama Health Program is currently undergoing a program evaluation and redesign. For the last five years the program focused on Water, Sanitation and Hygiene (WASH), but is currently considering changing its focus to sexual and reproductive health, as a means of supporting the Panamanian government’s response to the growing HIV/AIDS epidemic in the Comarca Ngäbe-Buglé (an indigenous autonomous region). The health program operates through collaboration with local counterparts and community leaders, who can be community based, clinic based, or school based. Volunteers focus on collaboratively building capacity of partners in disease prevention and health promotion efforts. The new program vision is considering a focus on youth, in order to provide and promote the knowledge, skills, and attitudes necessary to avoid sexually transmitted infections, unwanted pregnancies, and other preventable health challenges.
It is possible that in the future the program will still include WASH efforts, but without the focus on infrastructure and construction that the program has had in years past, as through analysis and evaluation, we have determined that household-level latrine or safe water initiatives are more effective and sustainable than large scale community aqueduct projects. Once decisions about the new direction are made, a new logical framework for next six years will be developed and all Volunteer training and monitoring tools will be updated. This is an exciting time to lead the program in a new direction, responding to local needs and the current environment in an effective and culturally appropriate manner.
The Health Program Manager is responsible for planning, developing, implementing, managing, and evaluating the health program. This requires supervising two Program and Training Specialists as well as up to 50 Volunteers who work in rural areas of Panama. The Program Manager is also responsible for maintaining collaborative working relationships with strategic host country partners such as the Panamanian Ministry of Health, at both the regional and national levels. The Program Manager is under the general supervision of the Director of Programming and Training (DPT), and serves as the principal program advisor to the DPT and the Country Director (CD).
· Supervises two Programming and Training Specialists for the Health Program to ensure the program effectively meets its project objectives.
· Supervises, supports, and coaches up to 50 U.S. American Volunteers to meet project objectives, form positive relationships in communities, adapt to the local culture, and maintain productive, healthy, and safe lifestyles throughout their two-year service.
· Responsible for developing, managing, maintaining, monitoring, and evaluating a quality community health project that is responsive to the needs of Panama’s rural and indigenous communities and is consistent with Peace Corps’ programming principles and resources.
· Develops and maintains working relationships with the host government, NGOs, and other local organizations to further common goals and develop systems of Volunteer support and ongoing collaborative program needs.
· Identifies and prepares 25-30 rural Panamanian host communities per year, matching Volunteers to each community for a two-year service ensuring all safety, medical, and intercultural contexts are properly considered for an effective match.
· Oversees the program’s technical training content and delivery to ensure Volunteers are prepared and able to successfully fulfill their assignments. This includes building program-specific knowledge and skills as well as the appropriate competencies to co-facilitate human development and behavior change in the community they are placed in.
· Supports the larger country program as an active member of the Senior Leadership Team
· Based in Panama City, travels 40% of time to the interior (Bocas del Toro and Comarca Ngäbe-Buglé regions) visiting Volunteers and counterparts; requiring the ability to drive 4X4 manual transmission vehicle on rough roads and a willingness to travel to and hike in remote areas of Panama.
In order to be pre-selected for an interview, the applicant must submit an application that clearly documents how they meet the following requirements:
Minimum Required Education and Experience:
· Degree in Public Health, or related technical field (Master’s degree preferable).
· At least 2 years of demonstrated experience in managing or supervising staff or a team.
· At least 2 years demonstrated program/project management experience, including monitoring and evaluation.
· At least 2 years of experience working directly with community public health or health focused youth development programs.
· At least 2 years of international development experience in a multicultural context.
· At least 1 year of experience in building partnerships, networking with organizations, community engagement or relevant public relations experience.
· At least 1 year of experience working or studying in an intercultural environment.
Desired Knowledge, Skills, and Abilities:
· Must have advanced fluency in Spanish and English Languages and Ngäbere indigenous language skills would be a plus.
· Good organization and time management skills; willingness to take initiative; excellent teamwork skills, strong service attitude; personal integrity; flexibility; strong interest in Panama’s development.
· Excellent interpersonal communications skills, including the ability to lead, motivate, coach, and advise adults.
· Knowledge about Panama’s history and familiarity with Panama’s ethnic groups and cultures.
· Computer literate, especially in core Microsoft applications such as Office, Excel, Word, PPT, etc.
· Ability to travel, spending 30%-40% of time working in the “interior”/ rural areas, often under harsh conditions, including hiking long distances.
· Current driver’s license and ability to drive 4x4 manual transmission vehicles on rough roads.
· Applicants must possess a Panamanian work permit for at least 2 years, unless Panamanian or US citizens.
· POSITION WILL BE SUBJECT TO SECURITY CHECK CLEARANCE.
Salary and Benefits
$3,247-$3,694 (gross monthly salary, commensurate with previous experience within salary range, bonus, health/life insurance, transportation allowance). This is a Personal-Service Contractor (PSC)/local hire position.
