PEACE CORPS PANAMA Seeks Overseas Request for Quotation (RFQ) for Life and Medical Insurance Services

Date: December 23, 2022

 

Peace Corps/Panama has a need for Life and Medical Insurance Services for its personnel Service Contractors (PSCs) under 743a contract. Peace Corps/Panama is soliciting fixed-price quotations from the vendor community for the life/medical insurance services detailed below.

 

If you are interested in submitting a quotation, please request the full RFQ, and send your completed and signed Attachment I and Attachment II —Vendor Quotation Form email to:

Quotations are due no later than 5:00pm EST on January 6th, 2023.  Late quotations will not be accepted.

 

Written questions about this Request for Quotation (RFQ) may be sent in the same fashion to the individual noted above in advance of the RFQ due date, but not later than January 3rd.  No phone calls please.

 

Peace Corps / Panama will evaluate all quotations received by the deadline based on the minimum requirements and/or evaluation factor(s) shown below.  Contingent on the availability of funds and continued need for the services, at the end of the evaluation process, Peace Corps / Panama intends to award a firm-fixed-price contract for the purchase of the required services to the selected vendor.

 

A.              Statement of Work/Description of Requirements 

PART I – MEDICAL INSURANCE

 

Please provide the enrollment process for newly hired individuals and their dependent:

-        How will their coverage be provided?

-        When will the benefits begin?

-        Will the premium cost be retroactive to the beginning of the month? Or prorated? 

 

Please provide the removing process for when an individual retires and/or resigns:

-        When will the coverage end?  End of the Month? Or prorated?

-        Would the insurance provide the conversion option from corporate member to individual option? If so, what will the process be?

 

Please provide the insurance benefits and its coverage

 

PART II - LIFE INSURANCE

 

Please provide the enrollment process for newly hired individuals and their dependent:

-        How will their coverage be provided?

-        When will the benefits begin?

B.           Place of Performance N/A as an when requested by PSC and/or dependents

 

C.           Contract Terms and Conditions

As an Agency of the United States Government, Peace Corps has an approved contract template that it intends to use for the award.  Peace Corps reserves the right to deny making a contract award to a vendor should they refuse to sign the Peace Corps approved contract template.

 

The Peace Corps Contracting Officer reserves the right to increase or decrease number of employees, spouses and dependents under this medical insurance coverage as and when new employees are hired and, employees retires and/or employee’s contracts are terminated.

 

Payment will be made monthly via EFT upon receipt of accurate invoices and certified by the Contracting Officer.

 

D.           Minimum Criteria:

A quotation will not be considered further if it does not meet the following minimum criteria:

·       Submit Attachment I Vendor Quotation Form

o   Provide yearly medical insurance cost based on chart shown for 5 years

o   Price must be quoted in Panamanian balboas

·       Submit Attachment II insurance benefits coverage form

·       Vendor must be willing to accept Electronic Funds Transfer

·       Vendor must be willing to accept and sign the Agency service contract template

·       Vendor must be willing to the elimination of waiting period, and continuity of coverage of pre-existence conditions covered in previous insurance

·       Name and contact details (address, telephone number and email) of at least three references for whom similar services has been provided.

·       Quotation should include documents of existence and eligibility to provide such service example includes:

 Business registration/certificate of in-corporation

 Previous year financial statement

 

E.           Evaluation Factors:

Quotations that meet the minimum criteria listed above may be further evaluated based on the following factors:

·       Payment Terms Acceptance

·       Service Contract Template Acceptance

·       Price

·       Past Performance/Reference Checks

 

Award may be made with or without negotiations between the Peace Corps and the selected vendor. Award may be made to a vendor that provided the lowest priced technically acceptable quotation.

 

All vendors that submit quotations in response to this RFQ and meet the minimum criteria will be notified of the results.
