Regional Finance Associate, Global Malaria – Mesoamerica and Hispaniola

CHAI’s global malaria program provides direct technical and operational support to countries around the globe to strengthen their malaria programs and reduce the burden of this preventable, treatable disease. We support governments to scale up effective interventions for prevention, diagnosis, treatment, and surveillance, with the goals of sustainably reducing the number of malaria-related illnesses and deaths worldwide in the short-term and accelerating progress towards malaria elimination in the long term.

 

Overview of role

CHAI is seeking a highly motivated individual to work as Regional Malaria Finance Associate to help ensure that malaria programs in Central America and Hispaniola have the resources they need to achieve historic regional malaria elimination by 2020. In particular, the Associate will help countries in the region prepare and implement an innovative financing effort that would uses a mixture of grants and loans to fill remaining resource needs. Areas of support to government programs will include, but are not limited to: strategic planning and costing of national or regional plans; conducting cost optimization analysis for specific interventions; and working with country governments and donors to improve financial and program management. Identified work locations include Guatemala, Honduras, Haiti, and Panama, with the possibility of additional travel to Nicaragua, Costa Rica, Belize, El Salvador, and the Dominican Republic.

The Associate will bring outstanding analytical, problem-solving, organizational, and communication skills and must be able to work independently and have deep personal commitment to producing results. No background in finance or malaria is required, but the Associate will be expected to have a background in management consulting and to be fluent in Excel. Most of all, this position requires resourcefulness, tenacity, patience, humility, and high ethical standards.

 

Responsibilities

  • Work with national malaria staff and CHAI country teams to optimize and cost national malaria program strategies through building Excel-based budget models;
  • Conduct costing, cost optimization, and financial analyses to identify resource gaps and prioritize activities based on cost-effectiveness
  • Develop new funding proposals in collaboration with national governments;
  • Support governments to meet Global Fund and Inter-American Development Bank requests and satisfy application and implementation requirements for access and distribution of funding for malaria, including budget development and re-programming, quarterly work planning and budgeting at sub-national level, and performance reporting;
  • Support national malaria programs to streamline financial planning, disbursement, and tracking processes to reduce impediments to implementation;
  • Identify key financial management impediments to programmatic goals and work with donors and country governments to devise targeted solutions to address them;
  • Assist national and sub-national government administrations to strengthen routine project management and planning processes to ensure effective implementation;
  • Build strong relationships with stakeholders across government, non-governmental organizations and the private sector
  • Collaborate with CHAI country teams, country governments, and domestic and international donors to improve financial and program management structures and processes;
  • Draft presentations and reports for internal and external stakeholders related to malaria financing work in target countries;
  • Facilitate knowledge sharing between country teams in the region to ensure coordination; and share best practice;
  • Travel to remote regions with limited infrastructure and medical care; and
  • Other responsibilities as needed.

 

Qualifications

  • Fluent in English and Spanish
  • Bachelor’s degree in Business, Policy, or related field
  • 3+ years of working experience with increasing levels of responsibility and leadership in management consulting, financial services, or other relevant fields
  • High levels of proficiency in Microsoft Excel, Word,  and PowerPoint
  • Demonstrated excellent analytical, quantitative, and problem solving skills
  • Ability to oversee multiple work streams simultaneously, to set priorities, and to work independently and flexibly with a strong commitment to excellence in high-pressure situations
  • Exceptional written and oral communication skills
  • Strong diplomatic and interpersonal skills and ability to build relationships in a challenging multicultural environment
  • Ability for substantial travel up to 50% of the time on average within Central America and Hispaniola

Advantages:

  • Experience living or working in resource-limited countries and in Latin America

  • Knowledge of malaria and/or other major global infectious disease problems is not required, but can be helpful
  • Experience or knowledge of health finance, public finance, or finance for development
  • Experience working with Ministries of government
