Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. Context: Under the general supervision of the Head of PAC, direct supervision of the Head of HRAS, and in close coordination with the HR Officer (Org. Design Unit), relevant units in Headquarters (HQ) and Manila Administrative Center (MAC), the incumbent will provide global support functions and assistance to field offices on human resources matters
Core Functions / Responsibilities:
•Provide support to Country and Regional Offices on a wide range of human resources functions and issues related to USRR, understand and record local particularities, identify particular and complex issues and propose solutions.
•Assist with the research of Country and Regional Offices’ current working conditions and benefits, Staff Rules and Regulations, related labour law and social security requirements, analyze data and update relevant tracking tools.
•Conduct research on precedents, policy rulings and procedures, and provide input into draft policies and instructions as and when requested.
•Provide support with the progressive roll-out of the USRR to Country and Regional Offices worldwide, in coordination with HRM HQ, and in accordance with the roll-out plan.
•Liaise with and guide Country and Regional Offices on best HR practices to follow during the roll-out process.
•Draft and/or prepare a variety of documents such as Country Specific Appendices (CSA) and USRR roll-out questionnaires, correspondence, reports and other communications related to the USRR, as required.
•Assist with the (re)classification of General Service positions, approve interim allowances and promotion calculations.
•Review, approve, and/or convert salary scales into IOM format.
•Advise Country and Regional Offices regarding allowances, eligibility criteria for dependents, Danger Pay, and step-related issues.
•Assist in advising Country and Regional Offices on the proper interpretation and application of applicable HR rules, policies and guidelines.
•Provide back-up assistance with different HR processes and in various areas as necessary (e.g. recruitment, review of salary scales, insurance, PRISM, time & attendance, separations etc.).
•Perform such other duties as may be assigned by the Head of Unit.
Required Qualifications and Experience
•University or equivalent degree in Human Resources Management, Industrial Relations, Behavioral and Development Studies, Public or Business, Psychology or related field, with at least three years of relevant work experience.
•High School Diploma with a minimum five years of relevant work experience.
•Relevant experience in administrative support and/or HR administration.
•High-level computer literacy.
•Experience with IT systems and applications.
•Knowledge or IOM/UN human resources rules and policies a distinct advantage.
•Ability to write clearly and concisely in English and Spanish.
Languages : Fluency in Spanish and English. French is advantageous.
